If you aren't planning on overclocking and buying a B460 or H470 board, the 10700 will save you some cash. With power limits increased or disabled, the 10700 comes close to a stock 10700k in multi-core workload. Gaming wise both should perform identically at stock and due to the low latency ring-bus, it performs better than the 3700x in games. However, the 10700 fall short in heavily threaded workload. With competition, Intel has finally enabled hyper-threading in their entire lineup of CPUs in 2020

Based on specifications, this CPU is more inline with i9-9900 but lacking some features such as Thermal Velocity Boost, has lower base clock and boost clock. Also this CPU is currently ~$100 cheaper than i9-9900 which makes this a better value proposition than the aforementioned CPU. Performance wise, this CPU is ahead of i9-9900 currently.

It's a great CPU for gaming. K chips are pointless unless you are trying to get the big numbers on a benchmark. For practical daily use locked processors work fine.
